Will tackling low pay tackle the ongoing skill shortage?

Regarding the industry skill shortage (NCE 6 March), people respond to incentives.

The industry needs to double chartered engineers' salaries across the board to compete with London bankers' salaries, which is where bright students go.

If it did that there would be no problem.
