Will houses owners benefit from SUDS?

House purchasers, if surface water drainage is adopted, pay water supply/waste charges for its disposal. If SUDS are being used, would this mean the owners would be eligible for rebates or reduced costs?

In my experience, areas which are not adopted by either highway or water authority, for instance landscape areas, become the responsibility of residents who would normally pay - through a maintenance agreement - a managing agent who would be responsible for undertaking the maintenance of such areas.
