The legal challenge to the halt Edinburgh's congestion charge plans by Fife, Midlothian and West Lothian councils has been adjourned until 15 March until the details of the scheme are finalised. The councils claim the exemption from charges for drivers in areas such as South Queensferry breach Scottish Executive guidelines on equal treatment.
