The Commons Public Accounts Committee has criticised the UK's two year old Emissions Trading Scheme for not giving taxpayers value for money. The scheme was set up to help the UK meet Kyoto targets on greenhouse gas emissions. The committee says targets were too low and has attacked poor take up. Only 34 companies are participating compared to the 3,000 hoped for by government.
