Water highways

Contemplating the reports on the current flood events in the UK I came upon an idea - why not combine a bypass road with a flood channel?

This might offer an economic and acceptable solution in locations where the topography and other conditions are suitable. In the years when severe flooding occurs, the road would be closed to traffic and the flood waters sent around the bypass.

The idea, I suggest, is at least worthy of a feasibility study.
