I too knew many engineers who should have been fellows but were reluctant to pay additional fees for no tangible benefit to themselves. My reason for transferring was in case I ended up job hunting after a particular contract!
The fees paid by members and fellows should be graded on the basis of age/experience. A system based on simple age bands would suffice. It would benefit younger members and better match the ability to pay of older members and fellows.The designation of fellow should reflect a person's contribution and standing within the profession, not the ability or willingness to pay enhanced fees!
