Utility Bill

Either Bill Emery was misquoted (NCE 18/25 August) or he is getting demob happy in advance of his move to the Office of the Rail Regulator. As I recall, it is Ofwat using Bill's revered Cost Base Methodology that has been driving water companies to find greater capital efficiencies. How else are we to find efficiencies if we don't 'squeeze' contractors and consultants?
