Transport Secretary Alistair Darling

Transport Secretary Alistair Darling wants to make utility companies apply for work permits if they want dig holes in London's roads, under a plan to cut down congestion caused by roadworks.The permits will only be granted on strict conditions including limiting roadworks to off-peak hours. A traffic director with legal powers to enforce the permits will also be appointed.
