Is Whitby facing censorship?

It is quite appalling to learn (NCE 13 January) that a retiring president has threatened disciplinary procedures against one of his nominated successors because of a piece published in the Institution's own magazine. I have read the 'offending' article (NCE 7 October). I cannot claim anything other than a superficial knowledge of the subject, but the article appears to be a fair, if vigorous, espousal of an alternative view of a public statement by the chairman of an Institution board. Is censorship a word that fits here?
