Where Yorkshire Forward acts as a direct civils client, contractors found the agency 'refreshingly responsive, amicable, approachable and receptive to new ideas'. One leading contractor said: 'In fact the very opposite to what we normally expect from a public sector client.'
The new agency's perceived lack of contractual experience as a direct client was more than countered by its 'reasonable, non aggressive' approach to tender and contractual discussion, said contractors. One commented: 'They are far from fixed in their ways and, although they are as protective with their money as any other client, our several contracts so far have been notable in lacking all the things that often go with this type of client.'
'There have been no contract start delays, no land acquisition difficulties and no funding problems,' he said. 'In fact I cannot remember having a single argument with them. '
