TfL starts consultation on £3bn Bakerloo extension

Transport for London (TfL) has opened a consultation on extending the Bakerloo line from Elephant & Castle through Southwark to Lewisham and Bromley.

Work on the project could start by 2023, with the line opening in 2030.

The extension would serve forecast growth in south-east London in Lewisham, Catford, New Cross and the Old Kent Road, plus suburban areas of outer London such as Hayes.

The cost of extending it as far as Hayes would be between £2bn and £3bn.

TfL has identified several possible routes (see map below).

Two options are being considered for the tunnelled section between Elephant & Castle and New Cross Gate:

  1. Via the Old Kent Road. This would serve existing communities and support new development and regeneration and relieve congestion on the Old Kent Road; or
  2. Via Camberwell and Peckham Rye. This would provide Tube access to central London for the area’s existing communities and relieve congestion on Walworth Road.

The cheapest option TfL is considering would involve the extended Bakerloo line terminating at Lewisham. “It would cost less and focus on supporting inner London’s growth and regeneration,” the organisation said.

An alternative is to extend the line into the borough of Bromley.

“It would replace the existing National Rail line between Lewisham and Hayes [and] would also utilise the current link to  Beckenham Junction,” said TfL. “A Tube stop at Beckenham Junction would be in addition to the National Rail station at this location.”

It added that the Tube would increase capacity on the Hayes line by 50%. “This substantial capacity increase would support growth around stations in locations such as Catford. In addition to capacity increases, an extension beyond Lewisham would relieve crowding on the South Eastern Rail network.”

TfL is also looking at the option of building a branch of the extended Bakerloo to Bromley town centre, in a new tunnelled section. “A new direct link between central London and this major centre would support the area’s economy and housing growth,” it said.

The cost of extending the Bakerloo line as far as Hayes is estimated at between £2bn and £3bn.

TfL will now work with the London boroughs on the proposed route to identify possible options for project funding. As has been the case for other major infrastructure projects, such as Crossrail and the Northern Line Extension, any funding package is likely to include contributions from new residential and commercial developments along the proposed extension.

The public consultation opens today and runs until 7 December.

Following the public consultation, the case for the proposed extension will be reviewed including the different route options and possible station locations. This information, including the consultation analysis, will be presented to the Mayor of London and made publicly available from spring 2015.

If funding is identified, construction could start in 2023, with the extension opening as early as 2030.

Councillor Mark Williams, Southwark’s cabinet member for regeneration, planning and transport, said: “We welcome today’s consultation on extending the Bakerloo Line south of the Elephant and Castle. It’s great that within a year we’ve gone from no-one believing this could happen, to the Mayor backing calls from Southwark Council for this extension.

“We fully support both routes - via the Old Kent Road, and Camberwell and Peckham - to significantly improve public transport in our borough. We will be working with TfL and campaigning for two extension routes as we believe both areas are currently under-served and need this additional investment. We are glad that more people are now joining our campaign and hope the Mayor gets fully on board.”
