SUSTAINABILITY AND THE ENVIRONMENT: C 'pay more attention' COMMUNITIES FOR THE FUTURE: D 'progress is slow' The ICE wants the government to commit thoroughly to sustainability by imposing a range of measures to force people to make environmentally friendly decisions, such as tax increases on domestic energy and personal transport.

The report calls for more to be done to encourage the design and construction of genuinely affordable housing for first time buyers. Decisions on transport infrastructure in new communities have to be made as soon as development areas are identified.
