Steve Rowsell takes over as NEC Users' Group chairman

Former Highways Agency and Crossrail procurement boss Steve Rowsell has agreed to take over the role of NEC Users’ Group chairman from 2011.

He replaces Rudi Klein, who continues to represent the group as honorary president.

Rowsell served as interim head of procurement on the then £15.9bn billion, Crossrail project from 2007 to 2010. His main tasks were to develop the NEC3-based procurement strategy and to lead the procurement of early contracts such as the programme partner, project delivery partner and design frameworks.

For the previous seven years Rowsell was procurement director for the Highways Agency, responsible for developing and implementing a new procurement strategy for the UK’s £2bn annual strategic road construction and maintenance programme.
