Spinnaker Tower opening descends into a farce

The official opening of Portsmouth's much delayed Spinnaker Tower descended into farce on Tuesday when City Council project manager David Greenhalgh was trapped 30m above ground in the £35M structure's external glass lift. The incident was blamed on 'a guide rope malfunction'. Greenhalgh was rescued by abseilers but the external lift remained closed.
