Second best bidder fails to make hospital short list

TRAFALGAR HOUSE failed to make the final short-list of two for the privately financed Dartford & Gravesham hospital despite submitting the second best preliminary bid, the National Audit Office revealed yesterday.

Lowest cost bidder United Healthcare was short-listed instead, but failed to submit a final bid. The Tarmac-led Pentland Healthcare won with a bid totalling project costs over the 25 year PFI concession at £177M.

The NAO report also revealed that Pentland's final bid was 17% higher than the indicative bid submitted at pre-qualification stage. It was also more expensive than all but one of the five indicative bids submitted.
