Two of the companies that maintain the Scottish trunk road network have had their contracts extended, ahead of plans to procure the next generation of deals.
Transport Scotland has lengthened the contracts for the north west and south west maintenance units, managed by Scotland Transerv – a joint venture between Balfour Beatty and Mouchel – and Amey respectively, from 31 March 2011 to 31 May 2012.
The contracts began in spring 2006, and were the second generation of private sector maintenance contracts awarded by the Scottish Executive.
They were awarded for five years, with a possible two year extension, and it is this extension that has been activated.
Transport Scotland said the decision to extend the contracts was made to ensure that new contracts will begin in summer 2012 rather than late winter.
It also decided to delay the start of the tender process for the new contracts, which was due to begin last winter when resources were diverted into tacking severe weather conditions.
Total spending under the contracts in the last four years has been £386M, and Transport Scotland said the extension will continue to provide efficiencies – so far the contractors have delivered 8% savings, compared with previous deals.
The process to procure the next generation of contracts for the two regions will begin on 12 October, when a supplier information day will be held in Glasgow to outline details to potential bidders.
“The current contracts were developed in 2003 and much has changed since then with sustainability and climate change acting as key influencers in our road maintenance activities,” said Transport Scotland chief road engineer Jim Barton.
