Scottish Executive planning 'naked power-grab'

Environmental action group Friends of the Earth has warned that the Scottish Executive is planning a 'naked power-grab' by centralising planning decisions. FoE also accuses the executive of giving itself unprecedented power to push through new developments like roads, airports, waste sites and nuclear power stations. The proposals are said to be contained in confidential Cabinet papers seen by the group.
