Scotland's Accounts Commission

Scotland's Accounts Commission has ordered Scottish councils to tighten up the financial control of their construction programmes after it emerged that many of their direct labour organisations were operating at a loss (NCE 24 September). Smaller councils were also told to consider merging their direct labour organisations with those of neighbouring authorities in an attempt to stem losses.
