Much of the confusion remarked on in your health and safety article (NCE last week) stems from the strong message from the HSE saying that poor site safety is caused by designers, without defining those aspects of design that create this situation.

You are also critical of designers for expecting others to tell them what to do.

Surely the reality is that the HSE investigates the accidents and must have analysed the causes to be able to say designers are at fault. Let them publish this data so we can all see where improvements need to be made.
