Transport for London (TfL) roads director Dana Skelley has urged London’s boroughs not to dwell on individual rate comparisons when considering signing up to the London Highway Alliance Contracts (LoHAC).
The LoHAC contracts are TfL’s new long term highway network maintenance deals. London has been divided into four regions. Individual London boroughs have the option of using the same contractors for some or all of their highway maintenance work.
“This is a framework arrangement so contracts are between the boroughs and the LoHAC consortiums,” said Skelley.
“What’s on offer is a menu of different services the boroughs can dip in and out of as they please. They may find some better priced than their existing contracts, some not, but there are definitely efficiencies to be had by using single suppliers across boundaries,” she said.
Skelley’s remarks came in response to the London Borough of Wandsworth’s reported comparison that found its existing highway contracts were significantly cheaper than LoHAC prices. The four regional LoHAC contracting consortiums started working for TfL on 1 April, with Wandsworth signed up to the associated framework arrangement.
Wandsworth is one of six boroughs to have joined the LoHAC framework agreement. Brent and Kingston upon Thames have signed up fully to use all 23 services covered by the LoHAC contracts. Islington, Camden and Lambeth, like Wandsworth, have joined to make partial use of LoHAC for some services.
The four LoHAC consortiums are CVU (Colas, Volker and URS) in central London, Ringway Jacobs in the north east, Conway Aecom in the north west and Enterprise Mouchel covering south London.
