Over the hill at a tender 40

I was somewhat taken aback by your article 'Calling all innovators' in last week`s issue (NCE 10 May). It states that the Emerging Engineering Design Award competition is open to any individual under 40 or to a team led by someone under 40. So, having emphasized twice that 40 is the limit, do we assume that after that advanced milestone 'passionate, creative civil engineers' (to quote) are either non-existent or not worthy of inclusion?
