Peter Tollerfield has rejoined cost consultant Franklin & Andrews as projects director, based in the company's Leeds office. Tollerfield first joined the firm in 2002. He will be supporting major projects in the Leeds area, including the £35M Leeds Gateway Project Phil Nicholls has been appointed business unit director for Mouchel Parkman with responsibility for its Hertfordshire Highways contract - a threeway maintenance partnership between Hertfordshire County Council, Mouchel Parkman and Amey Lafarge. Nicholls previously worked as assistant director for highways and engineering at the London Borough of Hammersmith & Fulham.

Black & Veatch Water has appointed Robert Goodfellow as director of business development for tunnelling within its geoengineering department.

Goodfellow will be responsible for the Tunnel Practice Group and the company's operations in the eastern US. Goodfellow has previously worked on London's Jubilee Line Extension and Hong Kong West Rail.
