Construction of the privately financed Nottingham Express Transit light rail scheme is set to start after the Carillion-led Arrow Light Rail consortium completed its £173M deal with Nottingham's city and county councils. The deal was delayed by more than six months due to problems with the relocation of existing Railtrack infrastructure and a probe into anti-competitive ticketing by the Office of Fair Trading.

Ofwat director general Ian Byatt has vowed to protect customer interests in the wake of moves by water companies to change their forms of ownership. His comments follow Western Power Distribution's plans for a £465M Citicorp- backed bid for Hyder, which would see operation and maintenance activities contracted out to neighbouring water firm United Utilities. 'Any new form of ownership should be concerned with its customers' interests,' he said. 'The focus of Ofwat may shift towardsa role of a competition authority, as regulation is now mature.'
