Rail regulator Tom Winsor this week published his draft three year operational plan outlining how he will prevent single firms from becoming too dominant or attaining monopoly positions. The document is particularly aimed at Railtrack.

Commenting on the plan Winsor said: 'My proposed programme is one of increased vigilance and increased scrutiny in relation to Railtrack's stewardship of the network.' Interested parties have until 25 May to respond.
