Government guaranteed borrowings by Network Rail will count as public spending, but only if Network Rail is unable to repay loans, the Office of National Statistics said last week. The announcement follows a statement two weeks ago that the new railway operator's borrowings would not be classified as public spending, because the government guarantees were unlikely to be called on (News last week).
