North Korean authorities have rejected proposals to resume construction of a rail link with South Korea.

The cross-border railway line, connecting capitals Seoul and Pyongyang, was part of an agreement reached between South Korean president Kim Dae-jung and North Korean leader Kim Jong Il two years ago.
