Bob Kiley, commissioner for Transport for London (TfL) this week initiated a judicial review of the legality of the Government's plan to partprivatise London's underground system. The review is a result of Kiley's and deputy prime minister John Prescott's failure to reach a compromise over the Public Private Partnership plans.
