What the papers say

South Korea's 600 year old capital Seoul is to be replaced by a city that is yet to be built. The move was prompted by redeployment of 37,000 US troops away from the North Korean border leaving Seoul vulnerable to attack. The South Korean government will spend £21bn relocating to a rural site 160km south of Seoul.
