What the papers say

The World Bank will next month consider new proposals to use client countries' own environmental rules rather than its own. This follows complaints from countries claiming that complying with World Bank guidelines resulted in higher borrowing costs. The changes will only apply to middle income countries deemed to have adequate environmental safeguards.

English Heritage is to be given powers to 'list' historic and culturally significant buildings.
