News Rail Regulator Tom Winsor has again attacked Railtrack over rises in broken rails. He said he was not satisfied that asset management was effective and if the rate of breakages was not tackled he would consider it a breach of the operating licence. Railtrack said it had a three-year recovery plan with a £50M rail renewal programme and another £40M for track quality.

A consultation document on air travel is to be published by the Government next year in the run-up to the production of a White Paper on Air Transport. Aviation minister Chris Mullin said the aim was to develop a framework for the development of aviation and airports.The former Greenham Common airbase and Cruise Missile facility has been largely dismantled with 90% of its runways and dispersal areas recycled. The millionth tonne of material was moved on 5 November, says Raymond Brown Construction which is doing the work for West Berkshire Council. A 500ha common is being reinstated.
