News: Health and safety fines

A breakthrough has been made to close the loophole that allows foreign contractors to avoid paying health and safety fines. Following Home Office pressure the European Commission has proposed a convention at a European summit in Finland to discuss a multi lateral agreement to enforce the fines. If there is an agreement it could be implemented in the UK by 2004.
