Neville Simms knighted in New Year's Honours

NEVILLE SIMMS, chief executive and deputy chairman of Tarmac, picks up a knighthood in this year's New Year's Honours for services to the construction industry throughout his career spanning four decades. Simms also chairs the Major Contractors Group, was instrumental in the formation of the Construction Confederation which evolved after collapse of the Federation of Civil Engineering Contractors last year, and, until its dissolution by the Labour government last summer, also sat on the influential Private Finance Panel which guided the birth of the PFI.

Also honoured in the list with a CBE for his contribution to the construction industry is Tony Merricks, Balfour Beatty director and a vice chairman of the Construction Industry Board. Merricks until recently also chaired the Construction Research & Innovation Strategy Panel and has been the driving force behind the Skills Certification Scheme since its launch in 1995.

Stuart Nattrass, former chief inspector of construction at the HSE receives a CBE for his role in improving construction industry safety, notably the implementation of the new Construction (Design & Management) Regulations in 1995.

Alan Osborne (F), chairman of the Construction Industry Standing Conference, Anthony Sheppeck, a London Transport board member and Michael Wates, chairman of the Wates Group are honoured with CBE.

Peter Head (F) chairman of Maunsell is awarded an OBE for his services to bridge engineering, recognising his contribution to plastic bridge construction and most recently his role in the design of the Second Severn Crossing.

Also honoured with OBEs are Michael Murray (M), chief civil engineer at Babcock Rosyth Defence, James Stevenson (F) chief executive of the British Cement Association, Dr Susan Walker (F) of the Regional Water Development Agency, Satish Desai (M) of the DETR and Richard Davies, resident engineer with Mott McDonald in Pakistan.

Peter Davey, editor of NCE sister magazine Architectural Review is awarded a OBE for his services to architecture.

Other OBEs include Elizabeth Allen, Highways Agency head of personnel policy development, Robert Dorey, chairman of the Croydon Tramlink, Judith Grice head of environmental design and planning at British Waterways and William Townend, formerly with the Environment Agency.

MBEs are awarded to William Gillam (M) group manager of Leicester's area traffic control, whose work has recently included piloting the Leicester environmental road tolling scheme, Roger Batten (M), chairman of the Cost Engineering Council and Anthony Rhodes (M), head of transport engineering at the University of Newcastle.

Stuart Holt, head of building surveying services at Staffordshire Moorlands district council, Spencer McManus, general manager of London Underground's network management, Gillian Mitchell of the British Constructional Steelwork Association and Norman Price of Cleveland Structural Engineering are also awarded MBE.
