Jose Castillo-Bernaus has moved from Laing to take up the post of director of Amec Construction's 400 strong design and engineering arm. Since coming to the UK from Spain at the age of 21, he has worked for Halcrow, WS Atkins, Simons and Wimpey/ Tarmac.

Elisabeth King (M) has been appointed director of Mott MacDonald's Special Services Division. A former Young Civil Engineer of the Year, she has become a specialist in structural investigation, repair and durability. Recent projects include the development of maintenance strategies for storage reservoirs in Hong Kong and Abu Dhabi.

Black & Veatch has appointed Len Rodman as chief executive officer.

MVA has announced a series of promotions and appointments throughout its UK operations. Mike Slinn (M) becomes a Level 1 director, responsible for all the firm's traffic engineering and telematics work. John Kershaw (M) has joined as director of traffic engineering, coming from Manchester Council where he was assistant city engineer. Ian Johnson has been made director EU programmes, while David Carter, David Connolly, Douglas McDonald, George Terzis and Alan Wooltorton (M) all become managing consultants.
