Development of plans will be driven by a seven man steering group led by senior vice president Doug Oakervee.

It will include vice presidents Colin Clinton, Richard Haryott and Hugh Norrie. Council member Professor Stephen Brown will represent the interests of academia, Professor John Uff will provide legal advice, and Balfour Beatty chief executive Mike Welton will represent the industry view. A review group will provide the steering group with peer review and act as 'devil's advocate'.
