Mouchel appoints new infrastructure director

Consultant Mouchel has appointed Matthew Lugg OBE as director of public services in its infrastructure business starting from July.

Lugg will be working on efficient service models with Mouchel’s local authority clients.

“Making the best use of overall resources in public services is essential in meeting the increasing demand at a time when finances are becoming increasingly more constrained,” said Lugg.

“Traditional ways of working are no longer going to meet demands for increased transparency, accountability and continual improvement with greater collaboration between the private and public sector organisations increasingly being the norm.”

Lugg has been director of environment and transport at Leicestershire County Council for eight years. He is also a special adviser to the Department for Transport on their Highways Maintenance Efficiency Programme.
