Lack of firm detail appears to have undermined Moscow's bid to host the Games for the first time since 1980, when it was boycotted by the Americans.

It appears to have done the least to convince the IOC that it can deliver what is needed in time for 2012.

'Whilst Moscow has good sports experience and a high number of existing competition venues, the bid committee has not presented detailed design or a detailed construction schedule, ' says the report.

The Moscow bid is based around 11 of the venues used in the 1980 Games and most of the venues already exist.

But 23 of the 34 venues need major upgrades and four new venues are under construction.
