London Underground (LU) is to compensate losing bidders on the £625M Bank Station upgrade project, even though none of their ideas or innovations are to be used in the final scheme.
LU project bosses confirmed that the Tube operator will buy all the losing bidders schemes to bolster its planning application.
It believes that by demonstrating that it has four fully-worked up schemes will convince planners that it has chosen the best option.
The project will create a new ticket hall at surface level and includes the diversion of around 570m of the southbound Northern Line running tunnel.
The contract was awarded earlier this month to Spanish contractor Dragados after a lengthy, year-long tender process using LU’s new Incentivised Contractor Engagement (ICE) model (NCE 11-18 July).
Project manager Simon Addyman told NCE that the winning scheme “holistically hangs together” and that therefore LU does not need to buy individual innovations.
But Addyman said that LU does want to buy the three other bidders’ innovations “because we can then demonstrate at a Transport and Works Act Inquiry that we have considered a number of scheme options in the open market and that the lead bidder’s scheme is the best transport case.”
LU capital programmes director David Waboso reiterated this move.
“The chosen scheme provides the best overall value and that’s why we chose it. We can absolutely confirm that as we’ve consistently said we would, we are buying innovations from the three losing bidders – in this case for our use in the upcoming planning process,” he said.
