I know that the Queen on crossing the English/Scottish border officially transforms from being an Anglican into being a Presbyterian. Is the ICE secretariat capable of a similar transformation of belief on crossing the Russian border?

It would seem so, since I read in NCE 9 December that John Whitwell representing the ICE addressed Russians on'the need for licensing of professional engineers'.

Presumably, once back in the UK, he doesn't still believe this.
