An advisory panel has issued 16 preliminary recommendations in its interim report into failings on the Shatin to Central Link rail project.
The Hong Kong government-led inquiry into construction failings at Hung Hom station as part of the Shatin to Central Link rail scheme, has published an interim report as part of its investigation.
The panel is investigating claims of substandard construction and engineering works that could endanger safety.
Nine of the 16 recommendations are related to the Hung Hom Station Extension works, four are on settlement issues, and the remaining three are about general project management.
The panel has conducted site visits, reviewed documents and held meetings with representatives of the Mass Transit Railway Corporation (MTR), who manage the scheme and have become embroiled in scandal surrounding the project.
The recommendations of the interim report include a new “holistic strategy to assess the acceptability of the built structures”, which MTR has agreed to.
Steel reinforcement bars found at the joints between diaphragm walls and the platform slab at Hung Hom Station were discovered to have several failings.
Workers recalled seeing threaded steel bars cut short creating a gap between the steel bar and a coupler connection, undermining the safety of the diaphragm walls and the platform slabs.
Issues are also under investigation related to settlement at the Exhibition Centre Station and To Kwa Wan Station sites.
The panel is headed by past-ICE president Peter Hansford, with the ICE expressing concerns over professional standards;
“As a professional body, we are concerned about whether professional integrity has been compromised or traded off for whatever reasons,” a spokesperson told Hong Kong-based newspaper South China Morning Post.
In August, MTR’s chief executive, chairman and projects director all resigned amid the probe into the bundled £9.5bn metro scheme.
