Update | Two JVs battling for HS2 London stations contracts

Two JVs are in the running for the lucrative London stations contracts on High Speed 2, it is understood.

New Civil Engineer understands that HS2 Ltd is in advanced talks with both a Costain/Skanska joint venture and the JV between Spain’s Dragados and Mace for the £1.65bn Euston station job, meaning that Ferrovial in JV with Bam Nuttall will miss out.

For the £1.3bn Old Oak Common job, HS2 Ltd is said to be in final contract negotiations with Balfour Beatty/Vinci/Systra JV, meaning that Bam Nuttall/Ferrovial will miss out, along with Bechtel.

It would mean that Dragados is the sole Spanish representative still in the running for works on HS2, with Ferrovial and Acciona missing out on civils contracts last year.

HS2 Ltd is due to announce the winners this Autumn.

Industry insiders have always had Costain/Skanska as hot favourite to land the Euston contract. The JV is already at work on the southern section, having landed the £300M enabling works contract for this section in November 2016. It also landed the civils contracts for the two southernmost sections in JV with Austrian tunneller Strabag and it was assumed that this made it unbeatable it terms of level of knowledge of site constraints and its ability to integrate works.

Old Oak Common was always considered more of an open contest but it appears HS2 Ltd is going for a known quantity in Balfour Beatty and Vinci, having already awarded it the two northernmost civils packages worth a combined £2.5bn.

Last month Balfour Beatty/Vinci strengthened its HS2 team with the appointment of Mark Davies as managing director for its joint venture.

The joint venture is also currently bidding for further railways systems packages worth another £2.5bn.

Davies has over 30 years’ experience in the rail, highways, water and nuclear sectors. He began his career with Henry Boot Engineering, spent 17 years at Birse Civils, and joined Alfred McAlpine in 2004. In 2008, following their acquisition by Carillion he assumed a number of business leadership roles culminating in his most recent role as managing director of Carillion’s UK infrastructure business.

Balfour Beatty and Vinci has over 30 years’ experience of working together with a successful track record in the delivery of high profile projects including the Channel Tunnel.

The pair are currently delivering the £235M Whitechapel and Liverpool Street station tunnels contract as part of the Crossrail project, in JV with Alpine BeMo Tunnelling and Morgan Sindall.
