Project promoter HS2 Ltd has announced that it is carrying out two route-wide consultations on its emerging proposals for the northern section of the new high speed line.
The first consultation is on the Working Draft Equality Impact Assessment which looks at how the railway could affect people protected under the Equality Act 2010. The second consultation is on the Working Draft Environmental Statement which describes the emerging design of the Phase 2b route and explains likely noise, visual and other impacts of building and running that part of the railway as well as mitigation proposals.
Phase 2b will connect the High Speed 2 railway line with Manchester and Leeds by 2033. The western leg of the Phase 2b line will connect to the high-speed lines at Crewe and run through to Manchester. The eastern leg will connect to high speed lines in the West Midlands and run through to Leeds.
Feedback will help shape the final design and environmental statement submitted to Parliament in 2020.
The consultation is set to close on December 21, although there will be further opportunities for consultation on the full environmental statement after it is submitted to Parliament.
News of the consultation period comes after the Department for Transport confirmed that the tabling of the enabling bill for phase 2b of HS2 would be delayed by a year.
Earlier this year, it was also revealed by New Civil Engineer that the initial cost estimates for the main civils works packages for phase 1 contracts were coming in around £1bn over budget, meaning the notice to proceed – the notice to start construction – had been pushed back by eight months to allow the contractors to cut costs on the project.
