Lane discipline could cure capacity

It is interesting to see that 67% of the NCE 500 disagree with motorway widening as a solution to congestion relief. I travel up and down the A14 and M1 every day and after witnessing drivers who will not use the inside lane, I would suggest that 'undertaking' be legalised to go some way to increase motorway capacities!
