Labour: one year on Welfare to work

Labour's plans to slash youth unemployment have had a lukewarm response from civil engineering. The Construction Confederation showed foresight in pushing forward a construction-specific scheme, but the take up has caused the initial target of 10,000 to be revised down a number of times. Outside contracting the initiative appears to have had almost no impact.
