Interesting. This, I think, will be the first major trunk road improvement in England to be privately financed since the M25 DBFO project following which decision-making was heavily influenced by the amount of accumulated debt. So if the financing is to be a form of PF2 what about the funding? Do we all have to pay or will the users be charged?

Meanwhile in the UK we continue to spend more on railways than we do on roads, despite the fact that 90% of passenger miles are by road. And, according to a recently published RACF report, road users pay (in taxes) 4 times what is spent by central and local government on roads.
