I hope these figures are being scrutinsed carefully and contractors are not just being paid off to finish the job after they under priced to win. The compexities of existing services at Whitechapel were known at the start of the project, what's actually changed?
The Barking to Gospel Oak infrastructure is the responsibility of Network Rail, not TfL. I understand the rolling stock delays are because the Crossrail rolling stock had to be completed first, ironic that!
However, the service on London Overground is deteriorating with increasing delays because of faulty rolling stock (and most of it is very new) and signalling problems (NR responsibility apart from ELL). TfL certainly need to look at that, but much of it is probably down to enforcing contracts rather than their own operations.
Amey have got off lightly. If it really doubled every hour they would owe more money than exists or could even be counted.
