BUILDING FAITH: Sir David Steel, presiding officer of the Scottish Parliament, spoke at the East of Scotland annual dinner last week. He enthused over the new Parliament building. 'We want the building to be as welcoming as possible to the public. I'm sure that as the carcass begins to emerge out of the ground, it will become one of the greatest projects of our time.'
