HSE report 'a waste of time and paper'

Enquiries into accidents are intended to urgently discover why they happened and amend working arrangements so that they don't happen again.

The Health & Safety Executive's report into the Heathrow Express tunnel collapse (NCE 6 July) was delivered six years after the accident. After this length of time and despite the complexities of the New Austrian Tunnelling Method etc it is, to put it mildly, a waste of time and paper. The only possible reason for this report is to make the HSE feel happy and justified in the action it took before, during and after the incident. It should do neither.
