THE HIGHWAYS Agency this week set out new performance targets which will determine how the winners of its latest tranche of maintenance contracts will be paid.
Announcing the awards for the south east region, area manager Bill Wadrup said that payment incentives and penalties would include customer satisfaction, road accident targets and improving road capacity.
Other criteria will include keeping 95% of lighting working at all times, closer working with the police on busting congestion and forming ties with the soon to be built National Traffic Control Centre. Targets and performance will be reviewed annually.
Five year contracts, which start on 1 September, include the first managing agent contract (MAC). This was awarded to a joint venture of Carillion/URS Thorburn Colquhoun for Bedfordshire, Buckinghamshire, Cambridgeshire, Essex, Oxfordshire, Leicestershire and Northamptonshire. Under the £21M contract, the managing agent (MA) and term maintenance contractor (TMC) roles are combined.
Mott McDonald also won the £5M MA and Raynesway Construction the £20M TMC contracts for Hampshire, Surrey, Berkshire, Oxfordshire and West Sussex.
Mouchel won the £4M MA and Carillion the £20M TMC for the M25 which will be managed under one contract instead of three for the first time. Under the deal, 24 hour response vehicles will have to attend incidents within 20 minutes during the day and 40 minutes at night.
WS Atkins won the £3.4M MA contract for East Anglia with the TMC still to be appointed.
Wadrup defended the decision to appoint just one MAC for the south east. The MA/TMC contracts were still innovative, he said, requiring a one stop shop for dealing with incidents - rather than the 'double handling' of the past - and performance targets. Keeping the MA/TMC model would enable the Agency to benchmark performance against the MAC, he said.
Three more MACs are expected to be appointed in the Midlands by the end of year.
