High rail spend rate impossible to meet

Your article on Network Rail (NCE 22/29 August) says that £13.7bn is expected to be spent in 18 months. A key indicator of project performance is spend rate - if you are failing to spend your budget on an accrued basis you are behind schedule.

Given a normal spending curve, the probability of achieving the spend rate expected by Network Rail is unlikely, given the engineering, procurement, construction and management resources this amount of money represents.

Putting that size of organisation in place and the rate of decision making necessary to achieve this spend rate would be difficult, to say the least.
