Harm and vibration

Could I point out that if consultants designed all structures: a) in balsa wood to avoid Hand Arm Vibration Syndrome due to drilling with hand tools; and b) no higher than 1.2m high to eliminate working at height (News last week); they would be sued by their clients because their structures would not be fit for purpose. And even then, on current evidence, the Health & Safety Executive would be looking to vigorously prosecute them for some alleged offence involving exposure to wood dust or another nonsense!
